Hochland Long Rifle doesn't get past the Targeting Lone Characters rule.

Notes: A model armed with a Hochland long rifle can target a specific model within its target
unit, such as a champion or a character.

I expect this will be FAQed when our journal arrives.

If they had a bit more foresight they would have added a "Sniper" USR, something along the lines of:

"Attacks from a weapon with the sniper special rule ignore all normal targeting restrictions. As long as the model firing the weapon can draw a line of sight to a model it can be selected as a target. Models targeted with a weapon with the sniper special rule cannot use the "look out sir!" rule."

Imagine the enemy unit is mostly behind some sort of cover, but a champion or a character is at the corner and not within/behind the cover.

If you target the unit, you would get the cover minus.

What happens when the HLR targets the character? Does the HLR still get the minus, because it's targeting a unit that is within/behind cover? Or can the HLR fire without the cover minus, because the HLR model can see the target model without intervening terrain?

This is theoretical, but can happen for example if the enemy unit hides behind a forest, but wants a mage to see your warmachine or similar.

I assume he would get cover if he is in the unit but you can draw line of sight to him.

Did any changes occur to the Long Rifle or does it remain useless?

"Snipers" are just useless in ToW. WE Waywatchers have the same problem as the HRL. My guess is that GW intended for look out sir to not apply but forgot to put it in the rules and then went with the RAW in the faq.

I also play wood elves and I’m very annoyed by this. It makes the waywatcher hero pointless. Also so annoyed you can only take waywatchers if you take the useless hero!
