GW probably thought they were too overpowered with that ability.
Eldar have long suffered from the nerf bat and unless either Matt Ward or Phil Kelly writes the new book, it will probably continue.

Its all gone downhill from 2nd edition though. I have all the army books from then back to now, and I can honestly say it used to be a lot better. I would far rather use the 3rd ed book than the 4th too!What eldar need is aspect warriors that are actually better than bog standard marines. WS/BS5 and initaitve 5/6 would do for a start, even if it means boosting their points. Also, no excuse for bs3 on guardians, none! Space elves should have bs4!
