And that's why all people in the Netherlands are required by law to have an 'aansprakelijkheidsverzekering' (personal liability insurance?) with minors falling under the insurance of their parents.
Unfortunately this is not enforced in any way and there are probably more people out there without one than there are people who do!
And instead of adressing this problem at its root they instituted a blanket rule that the car driver is always in the wrong unless he can prove he is not, with the burden of proof lying almost 100% with the motorist. It's only in very clear cut cases (like hitting a cyclist on the freeway) that the driver is absolved of wrong.
You do not need a bike insurance to pay for damages, you just need that liability insurance.
