I don't know, but I assume so. Also, it seems zero posters on the W-E site have been deleted up to March 2020. I don't know who did it, but it is clearly a consistent choice that as been done in a clean-sweeping manner. So I thought this was not a problem, but rather an existing policy.
Another forum I know has a banner that informs any new members to post within a couple of days, lest their account will be deleted. I think new members also get this info to their emails when joining. Of course it is technically possible that a bot finds it way in. And of course it is possible and even probable that a real person gets deleted once in a while. But giving the info up front makes the deal visible. I can't remember any bad feelings expressed on that other forum about having a previous account deleted. It also leads to discussion and comradeship, when everyone says at least hello and gives a little background for their hobby.
Assuming from the hundreds and even over a thousand monthly new members with zero posts on the W-E site, I think zero posts is a very good indicator of a bot. I assume 98 % or more of them are bots. From there, the working economy would lead to deletion of all zero posters in short notice.

Further, why keep the banner with the WarRoom, Library, Workshop, Chat, Gallery, Wiki and Resources when they are not working? Apart from the Gallery, they have been defunct for years. Clearly, there's no-one able or willing to do anything about that. (I wouldn't know how.) I don't know when the Gallery was lost, or how permanent that loss is. IIRC, only UrsaDoom ever used it. Well, maybe a different discussion.
