How about allowing the Elector Count to be able to purchase an additional 30 points worth of Magic Iteams when carrying a runefang during the Winter Campain or the Runefang costing 70 points during the Winter Campain.  The Speculum would be forbidden with a runefang but anything else would be ok.
  For the White Wolf GrandMaster use the Cult of Ulric White Wolf Grandmaster (has Crush the Weak).

We won't be making any changes to army lists, points costs, etc. for this campaign, except in the scenarios. There may be a list of "restricted" units (limiting war machines and wizards, mostly) which players can use if they want to theme their army to the historical period.

I agree...I mentioned the "restircted" things before, you since this will be a simple campaign, we shouldn't change too much.
