Why put maximum size limits on units? I don't have the Ork & Goblin book but I do have the Tomb Kings and that seems to be something that is going the way of the Dodo in 8th edition. Except the swarms and monsters, there are no max size limits to speak of, especially on Core units and other infantry. If you want a unit of 20 chariots, you can field them, just as long as you meet the points restrictions for the game you are playing.
