https://www.youtube.com/watch?v=u3NVaKMGsl8There may eventually be a new codex for them, although everything I've been learning seems to point at Death Guard and Thousand Sons being the factions to defeat, and they both have their own codex, perhaps even designed with 9th Edition in mind. There also seems to be some strength to Emperor's Children and Iron Warriors, with Wordbearers and Alpha Legion perhaps both having some advantages that others don't. However, it does seem as if both of the latter might be a bit challenging for a newer person.
