I bought the $20 Cypher dataslate and it is pretty good.  It is a book slate, about 50 pages of useful material.

Cypher himself is pretty neat and can be taken as a standard HQ (not taking up a slot) in any power armored army other than Dark Angels.  He is okay for his cost, 190, but nothing too serious.  His biggest issue is that he gives the warlord a -1 LD.

In a chaos list he offers a neat ability to include The Fallen.  They are all pulled as a free set of elites and an HQ (they don't take up four ally slots).  The Fallen are Chaos Chosen with infiltrate and thou shall know no fear (if within 12" of Cypher).  You can take up to three in the formation. 

Taking Cypher or Fallen give any DA inner circle units a huge boost by giving then hatred and fearless against the army they are facing.

3 Alters if War and 3 Echoes of War sets are in the slate too.  The team with Cypher can for a roll on those charts on a 4+ if they want (otherwise the roll is on the normal rule book).

There are at least 20 pages of fluff, and good fluff at that.

I'm liking the look of the Cypher dataslate...will have to pick it up.
