I've had some good fun with the Tallarn special rules. My guard force has similar CC problems, so in my last game for the fun of it I took a small squad of deathwatch tooled up for close combat and a librarian. Really expensive but they ended up ripping apart the Eldar when he thought they were just basic marines.

and ive got a painted basilisk, leman russ, leman russ demolisher, hellhound, 2 chimeras and 2 infantry squads...

What have the chimeras got for weapons?
Id consider catachan doc for them. It makes the randon shot weapons much more effective. For the cannons, also good for flamer weapons. Also infantry is S4 so better in combat. You'll just need to paint a captain, a priest and a psyker or two.  Priest give then +1 A, making the most of the doctrine.
The most cost effective unit CC unit are crusaders. Unit of 10 is 150pts. They need a priest, and the psyker can give them a 2++. Gives them between 16 and nearly 19 wounds. Also, although only S3, at minus 3 save plenty of attacks. They can also re roll to hit on 3+ first turn. Then they get act of faith as well on a 2+ meaning either a resurrected model or another, free round of combat when stuck in.
On the other hand you have the bullgryns, T5 but only 9 wounds for three at 126pts with 2+ save. They have five attacks on chage with priest at S7 but only -1 save. The better option i think is for four without priest, same attacks more wounds, similiar cost in points, but requires two boxes on models.
Both need trannsport so its either a chimera for crusaders, or only 8 with priest and psyker in taurox. Or either transport for bullgryns depending on priest or no priest.

Easy to do with the guard you have. You could always do a marine force as well of some vanguard and a jump pack captain or librarian

I found this list on line, its pretty solid. Just add 150 points to make it up to 2000pts

I had been planning on making an Admech list, and an Iron Hands list independently for a while. I've been drawn to both of them for their cyborg vibe, but after reading through their fluff I was reminded how they often work in tandem.

So I took my favorite units from both, and some advice I got from an Iron Hands list I posted to make what turned out to be a pretty respectable little list. It's not meant to be hyper competitive, just fun to play. That being said, I am open to hear any comments on how this list could be improved.

do you think an icarus onager is less needed due to the ease of shooting at planes, especially as can give the neutron onagers +2 to hit and reroll 1s? Although actually I found it quite good at multi purpose just blatting stuff due to volume of fire. I guess the dreadnoughts with double autocannons also add quite a lot of firepower.

Is one unit of biker marines enough cc and objective grabbing prowess?

I still think they'd be better off with salamander or raven guard doctrines, but it feels a bit powergamey to do that!

I need to get a copy of IG and marine book really, to do more planning.

Also- culexus assassin? people suggested it.

The bikes have two wounds and benefit from IH tactics more. Also itís four bike units, three characters and the company vets. Each can move twenty inches.
Also loads of fire power.
On the Icarus, I think itís good all round. Loads of dakka, you can still make it hit on 2+ with stratagem. It compliments the neutron laser which only has a few shots.
A culexus is a simple and cheap answer to your Psyker problems.

Salamanders are more fluffy than RG, the master artisan tactic is sort of ad mech making things. They can be a successor chapter of IH

I think the bike idea is fluffier than jetpack vanguard vets for sure. Definitely keen to do that.

are there any codex options for little squads on bikes with extra equipment, or is it only a bike squad?

I don't think I need to go full power gaming for playing vs you and others at the bash?
I won't be playing in tournaments.

I think I might go for a tooled up jetpack vanguard squad for actual fighting, and a couple of less tooled up bike squads for mobility, shooting, hassling, charging vehicles to stop them shooting etc.

bike options are limited in new codex compared to the index. There are four units. The captain, bike squad, attack bike squad and the scout bike squad.

Captain is a solid choice, extra toughness and wound, pretty shooty as well.

Attack bikes are a solid choice as well. A good platform, especially for multi meltas as they can get close quickly. Four wounds and toughness 5. Makes the most of the 6+ FNP save.

Bike squad is good, but not great. Can go with 3 special weapons (combi on sergeant)  giving them lots of fire power as they can shoot the bolters as well. Mobile and easy to hide. Also can take chainswords (loose bolt pistol) to get an extra attack for free. Minimum unit size 3, with plasma they are 122pts. With IH its 7 wounds, T5 and 3+Sv. with melta they are 134pts. No specials an they are only 81pts, however the access to special weapons is their selling point.

Scout bikers are also a great choice, especially for objective grabbing, tar pitting and light assault. They have shotguns as well the twin bolters, are 2" a turn quicker and have combat knives and pistols. within 12" its 6 S4 shots (2 are S5 at 6") extra attack in combat and pistols for shooting in combat. They only cost 75pts for three. Only having a 4+ sv is a limiting factor on them. However they can use the cluster mines strategy, which can help as it causes mortal wounds.

The index gives you access to company vets, librarians, ancient and company champ on bikes as well, and are all valid choices still.

For vanguard vets the best way to go is thunderhammer and storm shield on about half the unit and just double chainswords on the others. Lots of attacks from chainswords and fixed 3 damage on hammers.
