The patrol leader narrows his eyes, and looks from Heinrich to Mortus, and then back again. "Well," he says, "you do have the look of a bounty hunter about you. And I am aware of the assault on the viscount, certainly... you may be telling the truth. Show me the order." He holds out his hand to Mortus, and accepts the paper when she passes it to him.
He studies it for a while - he's clearly not a proficient reader - before handing it back. "This looks in order. If this is indeed the right man, then the town thanks you, I'm sure. However, we can't have people dragging bodies through the streets in broad daylight. My patrol will escort you to the Festival Court." He looks at Heinrich with distaste, sniffs the air, and then spits. "We'll stop by the river first. You and your victim need a bath before we take you before the Magistrate."
Assuming they agree to go with the patrol [the alternatives are to flee, fight or be arrested!], they are escorted to the river. Two of the watchmen push the body into the water, and then pull it out by the rope that's still tied to it. Heinrich also takes a quick bath - the water isn't too clean, but it gets the sewer mess off him well enough. The afternoon is still very hot, and his clothes will dry quickly.
[Heinrich's Fel is back to normal]
They walk to the Festival Court after that, the watchmen carrying the body. The streets are still packed with people, but they all part to allow the patrol through. At the court, the stocks are empty and there is no case in progress. The patrol leader reports to the Magistrate, who calls his clerk over to inspect the body.
"Yes, this looks like the criminal," the clerk says in his horrible, piercing voice.
"Fleeing the court before the verdict proved his guilt," the magistrate says, looking Heinrich in the eye, "so by executing him you have saved the town some measure of time and expense. You are to be congratulated. Sergeant," he says to the patrol leader, "take the body to the chapel of Morr. He is to be buried as cheaply as possible. I will prepare a letter to be taken to the viscount, informing him that his attacker has been brought to justice."
The magistrate goes back to his desk. The clerk hands Heinrich another parchment, saying "Here is a payment order for the agreed bounty of 40 crowns, to be filled at the town hall. Do you know where that is? Go into town by the east gate and walk straight forward. You can't miss it."
He turns his back dismissively. But a second later he turns back to them and says, "wait, there is another bounty open. We have already commissioned one hunter, but the job may be difficult. The freakshow," he says the word contemptuously, "has lost a dangerous animal - I believe it was a goblin with three legs. The animal entered the sewers by the breathing hole just outside, and is currently at large down there. Recover it, dead or alive, and you will be rewarded... ah, there is no set bounty for this job, as yet. Be assured it will be worthwhile."
If Heinrich and Mortus accept the job, the clerk hands them a parchment authorising them to enter the sewers to hunt the goblin.
