Question on Allies and Dogs of War

Can the Cult of Ulrik and the Army of Middenland lists take:
A:  Kislev Allies
and or
B:  Dogs of War units?


Also:

For the Army of Middenland:  Can the Panther unit be upgraded to IC knights?

A; yes, they are an allied contigent and can join any army the allies table allows.
B: Yes, should be in the rare section

C: Yes again. Only one unit but can be IC
