Can a WP carry arcane items like a dispel scroll or seal of destruction...?

No, only mages may carry arcane items.

Interestingly however, warrior priests and arch lectors can be affected by miscasts that affect all friendly models in the army that can generate power or dispel dice.

I wonder - Archlector with wizarding hat ... heh heh
