I have to say, I find it a little infuriating when people use the state fantasy ended up in as justification for ending it, when the state it ended up in was entirely GW's fault and had nothing whatsoever to do with the setting.

AoS, the IP, is not the reason GW's fantasy sales are up, all of the things they've been doing *around* the IP - community engagement, rapid and regular rules amendments, event support, narrative content and so on - are the reason and they could have worked just as well for the WHF IP.

Before 8th, it was not uncommon, but simply impossible to take multiple lvl 3/4 wizards in < 2500 point games. In games < 2000 you could not take any Lord, and in games < 3000 just one. Basically, starting from 2000 points, an extra Lord could be added with each extra 1000 points.
Regarding lvl 1/2 wizards: there were a number of common and specific magic items to allow a wizard to roll more PD than normal.

Plus the Comet in 6th/7th was a Remain in Play spell: it could still be dispelled later on, and the wizard could not cast any other spells without terminating the Comet.

Certainly, step-up and no more auto-break were very welcome and necessary improvements in 8th.

While this may or may not be theoretically true, it certainly did not hold water in practice (at least in my experience), because of the limitations of the number of characters and the lack of overpowered BRB spells. For something that allegedly made no point in 7th, I myself and the majority of my opponents in a standard 2.000 points game took exactly that: a single level 2 wizard sometimes supplemented by another level 1/2 wizard.

What do you mean by "growing returns in magic levels? And how would that be more the case than in 8th, where you add the wizard level to cast/dispel? if that is not a growing return in magic levels, what is?

As so ofte, one must distinguish between the BRB and the ABs. The magic system of the BRB in 6th/7th was balanced per se. However, the magic lores and/or equipment of various ABs broke that balance.

WRB Official Update Version 1.8, p.7: 
Q: If a unit charges into combat and, on the turn it charges, the last of the enemy unit it is fighting are removed as casualties due to Daemonic Instability, the Unstable special rule, Cornered Rats or as a result of a War Machine failing its Break test, does the charging unit get to make an Overrun move? (p58).
A: Yes.

White Dwarf Presents: Chronicles of War (1995) is a compilation of White Dwarf tactical articles and Battle Reports of the 4th edition, many of which feature the Chaos Dwarfs on one side or another. Tactics articles were mainly on flying monsters, war machines, deployment and cavalry types. Included was an early narrative campaign form WD181-186, starting with The Gathering of Might - a massive multiplayer battle between an Orc, Goblin, and Chaos Dwarf host against an Empire-Wood Elf alliance - followed by a series of linked battles:the Orcs and Goblins moved against Talabheim, where they were defeated by the Emperor Karl Franz; the Chaos Dwarfs successfully besieged Wurtbad and sacked the town. A special scenario "Death in Drakenmoor" dealt with their attempt to escape with their loot.

Although WFRP 1 The Enemy Within calls Karl Franz the great greta grandson of Wilhelm III (or to be precise, the great great present grandson - due to a print error), I would rather favour seeing Wilhelm III as his great grandfather, and merge Matthias IV and Mattheus II.
The line of successors to Wilhelm is a bit unclear, and, as so often, various sources contradict each other. No surprise really, given the changes between WFRP 1 & 2, and the fact that there does not seem to have been strict coordination between WFB, WFRP and the Black Library novels.
Matthias the IV, named in Beasts of Velvet as the immediate successor of Wilhelm III, disappeared (according to WD 140) in 2401, 28 years before Wilhelm came to the throne. The father of KF is usually named Luitpold, but Letters from Sylvania calls him Ferrand.
