A few things:

You have made a mounted list with one t3 unit with no armor save.  To me, it seems like you would be better off committing to the cavalry theme entirely, and getting some more knights, adding command, etc.  Your other option, of course, is to get a few more blocks of infantry.  However, I think you're really wasting points on those flagellants as the list stands now.

I wouldn't give the Outriders barding.  They lose the fast cavalry rule, and the ability to shoot @ 360 degrees, which is great for dealing with flyers, tunnelers, etc.

Other than that looks good.

Is there any way to give flagelents an armor save?  Any banners they can take for a wardsave or anything that I'm not seeing?  Pretty sure no characters can join them due to the frenzy rule so really not sure about them.  Reason I had put them in was because I like the models (aesthetically and lore wise) and I think with no Stank the armor needs some sort of an anvil.  Should they be used as an anvil or more of a hammer support?

Thanks for the tip on the outriders, I would have missed that.

Also, are unit champs good to take on knights? I have std and mus on them just wasn't sure about putting a champ in there, seems a lot of points for the extra attack.

Nope. They are crazy humans in tattered clothes wielding big semi-sharp objects. No armor and no magic banners allowed.

Should they be used as an anvil or more of a hammer support?

Flaggies always make a nice anvil unit. If you are willing to use the matyr rule they can also be an effective hammer unit. This of course assumes that your opponent hasn't let the unit off on a wild goose chase by using the frenzy rule against them.

Also, are unit champs good to take on knights?

Yes.

I personally think flagellants are best used as MSU's in units of 6 or 7.  They can still hold most units up for one turn, letting you set up counter charges, and if they get the charge, can put out some serious damage.

And I see your dilemma, and why you want a good anvil unit.  Yes, flagellants can make great anvils, if you invest enough points in them; which you did.  However, I think your honestly better off getting more knights, and just fleeing/charging/flanking etc. to your hearts content and using speed to your advantage.  The other option would be to invest in more foot infantry.

My 2 cents, I could be way off here.

More knights would be preferable in a list like this. Your opponent could easily just focus on your faster knight units initially and save the slower flaggies for later, or bait them. You´d really want at least one more infantry unit in the in order to keep them. Other than that I really like your list. It would really benefit from a steam tank though.
