The War of Halfling Secession - Campaign for Hobbit Freedom!

History of the Moot.
The greatest event aside from the creation of the moot to happen to the halfling population was the invasion of Gorbad Ironclaw. The Orc warlord burnt and bashed the peaceful lands and since that event the moot has sent young scouts into the world in return for protection from their manling allies. The moot has been relatively peaceful considering the outside world, aside from the occasional raid by bandits or unruly goblins.
The Moot.
The moot is a fertile area of farmland granted to the halfling population in the reign of Emperor Ludwig the Fat as a reward for their diligence to cooking prowess. This widely unpopular move took land from Stirland and Averland in order to create a halfling homeland, granting the ruler the title of Elector Count. Though the halflings themselves rarely choose to use this honourable title believing it to be a little bit too fancy and preferring to use the title of Elder. The moot differs from the other Empire lands in that the land is ruled by a democracy. As such the title Elder can be passed from halfling to halfling as the needs of the people change. Every three years the leader is elected by the popular vote of the eldest of the moots families. Until recently the ruler of the moot was “Elector Count Hisme Stoutheart”. Stoutheart had been the elder of the halfling homeland for at least the past thirty years. (Though she claimed she was far too young to have ruled for so long) However recently she passed away leaving a power vacuum of instability over who should be the next halfling elder as the different regions of the moot bicker over their chosen candidate.
The original moot consisted of two regions. The Aver March and the Avld Styrlande. However in the 11th century the moot purchased a third region from minor Averland nobility. What is now known as Greenleaf Hills.
Aver March – The Aver March used to be a prosperous region of Averland. There is significant evidence of this due to the ruined human settlements, once proud castles have been recycled by the mootfolk to build new villages. The region is famous for its apple production and its livestock and meat produce. The region considers itself worldly due to its contact with the other races and its modern attitude. Being the first region that traders must enter if they trade along the Aver Reach. This leads other hobbits to consider them slightly arrogant and aloof.
The Auld Styrlande – North of the Aver March lies Auld Styrlande. The region was once part of Stirland and is known as the moots bread basket, where the fertile plains grow large quantities of food for the halfling population. The region is not particularly well traveled as most trade and livestock use either the moot road or the old dwarf road to leave the region in order to barter their goods. The Auld Styrlande harbours the moots capital Eicheschatten. The city is unimposing compared to many cities of the empire. Its vibrant colours and rural nature making it seem more like a village. The halfling judicial system is enclosed withing Eicheschatten as is the electoral halls. The hobbits of this region tend to be proud and jovial.
Greenleaf Hills – Once Greenleaf Hills was considered an infertile region and was considered useless by the nobility that owned it. After Emperor Ludwig gave the halflings the moot the region was sold off to the foolish hobbitfolk. Unfortunately for the Averlanders the hobbits were much better farmers. The region is now the major cash region of the moot, with the strongest and best tobacco in the old world being produced in the fertile hills. This causes some friction between the hobbits of the region and those of the capital. Whilst the hobbits of Greenleaf Hills produce the majority of the valuable exports (including ale) the elder is usually elected from the other regions due to their greater populations. The hobbits of the region have begun to grumble about the injustices of the situation and meetings at Gipfel have been aimed at the idea of secession...
Controversy in Gipfel. - The occasional raids that once plagued the lands of Gipfel searching for strong tobacco and stronger liquor have stopped. This is due to the influence of the new tribe of goblin that has established itself on the eastern border of the moot. Where once the goblins were a menace that set fire to sheep or hobbits for sport these newcomers have been something altogether different. After months of tenuous discussion trade as eventually established between the two. Whilst the hobbits are rightly suspicious the goblins have shown no aggression in the past few years and been so desperate for goods that the hobbits tobacco production has needed to triple to meet the requirements of the goblins. The traders were reluctant to deal with the greenskins but their disposition was unusual for their kind and a visit by the charismatic and articulate king himself seemed to allay their fears. Where once bandits and raiders stole goods there are now caravans taking well forged weapons, tools, toys and goods to the farming homesteads of the hobbits of this region. Some farmers have taken to using snotlling “help” (widely believed to be slaves amongst the western enlightened hobbits) in order to meet the demands.
This has caused massive controversy amongst the other hobbit regions. The mere fact that trade is being conducted with greenskins enough to drive good hobbits to detest their neighbours. The self declared leader of the northern hobbits Sam Linciln has called on the Averlandian neighbours to assist in bringing the rebels back into the fold. The fractious court sending troops up the Blue Reach to the capital in preparation to remove the goblins and chastise their folly ridden kin. Amongst those in Gipfels the enigmatic leader Big Ed Hamfist has emerged giving public rallies warning of their wayward brethren and their greed, readying themselves to take the regions hard earned profits. His speeches encourage them to arm themselves and look to their new allies for support against the tyrannical regime. The two regions look set to go to war backed by their respective neighbours...
