1000 pt army lists for review

So here goes:  it has been a long time (about 3 years) since I've played any warhammer, and I am of course going back to the Empire.  If you could give me comments and concerns about both lists, I would appreciate it.  Please say why you think the things that you do, so I can get a feel for the effects of the new rules because just looking over other lists on here, it would appear that the Empire strategy has changed a very good amount.

Ok can you please reformat your list so it is more readable?  You do not need to include default abilities and such. 
Example:
Captain of the Empire w/ full plate, great weapon, barded warhorse (103pts)
  w/ Dragonhelm, Luckstone 
25 Halberdiers w/ standard
9 Free company detachment
