Lore wise I don't think Empire Knightly Orders fight on foot.

We have had models for Reiksguard knights on foot before. That's probably why people want foot knights back.

Dropping the detachments takes you out of Empire though

Not even close. See for example the Middenlend army list  storm of chaos empire list, where the basic trooper couldn't be either a detachment or a regimental unit, or the cult of ulric army list in the warhammer chronicles book, which had no deatchments at all.

Saying if you can't take detachments you aren't empire is just objectively incorrect.

WFRP 2 Night's Dark Masters  p. 96: "The Black Guard cannot always fight from horseback, especially when standing guard or pursuing their enemies into tombs or crypts, and when on foot often use wicked-looking halberds."

Black Guard are knights of Morr. This could have been achieved by adding Greatswords to their list with following clause "Greatswords count as Knights of Morr and thus have hatred (undead) and 6+ Ward save.

In best case they would have also replaced great weapon with halberd/crossbow combination but the above would have been enough otherwise.
