Its up for debate, how much are they worth?
My vote is 19pts a piece.

I think all cavalry that remains as is rules wise need a 10-15% point drop. So that puts knightly orders at 17-19 points.

17 points would be way to cheap for a fast and hard hitting 1+AS unit. Several elite infantry costs 15 points like white lions, chaos warriors, swordmasters. No one of the gets better AS than 5+ for those points.
A drop to 20 or 21 points looks fine to me. May be it would better to give them a free +1 S and keep the points at 23 points. Imho it is the wrong way to reduce all points of cavalry. Cavalry should get more hitting power.

I am starting to really like how 20 points a model looks.
5pts = man
20pts = knight
4 men = 1 knight.

Yeah, but naked men suck nuts for 5 points.

And a fully armored knight (Elite +2 Human) on horseback with a 1+ save seems to be worth the points on paper, but carry that equation out to a hundred points...
5 Knights = 20 5pt Humans. It seems about right.
