Do you know how these guys got to print that "Warhammer Quest" on these boards?

They're from Spain. There have been fishy things going about these older Warhammer-oriented boxed quest games there.

My guess is that GW legal simply hasn't caught that yet.

I'd think that would be the case, I mean it isn't even done in a manner which copies the style but some are wholesale c&p of GW owned artwork.
