It'll be interesting to see whether or not Talabecland and Stirland are allied or not.
They were enemies in 1360, and they are enemies around the year 2500. Their long-standing enmity is there, although it doesn't rule out periods of alliance, even personal union.
What I'm trying to say is this: it doesn't matter if GW says this or that about the late 23rd century. Empire vs. Empire grudges and battles are an existing part of the Old World history, and we can play those battles whether or not GW tells us to or not. The genie was out of the bottle decades ago, we hobbyists will create our stories as we like.
Three months ago we played a Stirland vs. Mootland skirmish, and a month ago we played a Sigmarites vs. Middenheim battle, which were part of a storyline leading to a massive 10-player Empire vs. Orcs battle we played yesterday. The earlier battles plus the roleplaying intrigue established that Stirland didn't send forces against the Orcs, and Middenheim and the Sigmarites didn't fight shoulder to shoulder.
This is the type of gaming and storytelling GW will probably support in their version of a divided Empire, surrounded by common enemies. But we are already playing that.
