Greetings! 

I've toyed around with the idea of introducing Kislevite allies in my Empire army, more for fluff and campaign reasons than for tournament play.  I did some hunting and couldn't find in the 8th Ed. BRB that having the old allies rule isn't allowed anymore but seeing as how this was introduced back in 6th Ed. I'm not sure if it's allowable anymore for the reason it's so old.

My other questions is are they worth it?  Looking in the 2004 Compendium where the list was published the main infantry block is rather nicely armed with bows and great axes and are allowed to stand and shoot no matter the range but they have no armor.  This makes them rather squishy.  The cavalry are really cool looking but are also lightly armored despite their special rule of causing a panic check.  This makes them more of a 'medium' cavalry suitable to perhaps taking on light troops in the flank and war machine hunting.  The Boyars give nice added ability to the unit to make them stubborn but cost more than Captains and don't have as much adaptability.

As long as your gaming buddies are cool with it you can take pretty much anything.

As to worth it, that is really up to you.

I wouldn't be surprised if the kislev rules are more 'up to date' than some of the older army books still available for sale (in terms of original publication date, at least)...

That said, I don't believe the kislev rules are still available from games workshop. I'd at least give your opponents a heads up before the game so they know what to expect. If your scene normally tailors lists before games you should probably send your opponent a copy of the kislev rules before they begin the list writing process.

I think the bow/gw infantry could work well enough as a second block in a shadow/militia infantry list.

That was my idea, a second infantry black that can support my main Halberd block.  It's probably going to be used mostly in a campaign setting where ad can have specialized units or army rules.

I love the idea of a Kossar block.  I have one that I want to paint up and use.

The key is you need the boyar to make them stubborn.  Tool him up for defence. 

As to if they are worth it...for 2 points more (Greatswords) you lose:
- your shooting attack
and gain:
- +1 WS and LD
- stubborn without needing a boyar
- 4+ save
