Bound Spells with no Wizards or Priests

The BRB reads:
"A bound spell is cast just like an ordinary spell — using dice from the power pool."
What if you have no Wizards or Priests. You don't have a power pool in that case, no? Does that mean that bound spells cannot be used? Or do they produce their own power dice?

EDIT: I'm an idiot! I just realised that "power level" means just that. :blush:

But just to make sure that I understand correctly (I have never used spells of any kind before):
"Power Level 3" means that I get 3 dice, no matter what, even if I have no power pool, but they are used for this spell only, and then they're gone again, right?

Magic phase is always generated with 2d6 dice.. no matter if you have wizards or not. But if people do not have wizards they tend to just skip that phase. But if you have a character with a bound item they could use it then. Power level 3 is just rolling 3 or higher with your power dice (more is ofcource better chance)

What SKS says. The power level of bound spells equals the casting value of normal spells, i.e. the value that has to be equalled or excelled by the total casting result of the dice (+ any boni, like Wizard level). .

BRB p. 28: "At the start of each Magic phase, the casting player determines the strength of the Winds of Magic by rolling 2D6."

To these are added dice from channeling (e.g. from Wizards & Warrior Priests). This is the power pool. 

Note that the "casting player's power pool can never exceed 12 dice at any point in the phase — any dice generated beyond this number are lost. "

BRB p. 32: "Each spell has an associated casting value, any number from 3 upwards. Spells with a higher casting value have greater effect, but require more power"

"If the casting result equals or exceeds the spell's casting value, the spell is cast (though it may be subsequently dispelled and neutralised by the opposing player...).

BRB p. 37: "The required casting value is equal to the bound spell's power level."
It is not enough to have no ideas of your own; you must also be incapable of expressing them.
