I have found a fair few players who only take musicans. I think its a hang over from 8th when banners were less valuable.

You said in your first post that you always take full command. It sounded like you also meant on the detachments. Otherwise why would you specify that? I don't think I've seen any player not take full command on a Regiment unit except maybe min size xbows.

You'll find over the next while that as the skill level rises for your opponents, the state troops won't hold up. The overcost on them will become noticeable. Enjoy them while you can.

I frequently vary command.
Sometimes no musician. Sometimes no champion. I usually take a standard because I don't usually put standards on cavalry.

I'd struggle to give a unit of 15 a standard. Too easy for someone to take it off them.

"Command or not?" for me is a bit like asking "How long is a piece of string?" - it depends.

For what unit?
How big is said unit?
Do I need to shave points?

Usually musicians are the first to go, but I'd never put for instance Standard or Champion on anything that isn't a mainstay combatblock, be it infantry or cav (with some exceptions).
