Yeah, Flames of War uses planes, but really they aren't really necessary to use planes in the game. The game really isn't about them.

Ideally I would want a game where I could paint my own planes though!
I was the one that mentioned it. Wings of War is the game I was talking about. It is the precursor to Wings of Glory. Wings of War was produced in conjunction with with Fantasy Flight Games. The original designer of Wings of War took it back and then changed the name of it to Wings of Glory and updated the rules some. Wings of War was only WWI, Wings of Glory now includes both WWI and WWII. Wings of Glory is definitely in print.
It is sold pretty much like X-Wing is. They have a starter set of two planes and all the needed cards and other bits. Then you purchase individual ships with their accompanying cards and other bits. Their smaller planes are about $1 cheaper than X-Wing ships, but their bigger planes are about $5 more than the X-Wing large ships. The biggest difference between it and X-Wing is movement is handled by movement cards and you have to plot your moves out three turns in advance so reacting to enemy movements is much slower.
