It's not 100% broken, but it does have a pretty solid punch when not facing a broken army on the field. 

* 2x Cannons & 2x STank Cannons can drop monsters.
* Hellblaster with Engineer can destroy armored units.
* 2x STanks & War Altar can go toe-to-toe with most hard units in the game.
* Level 4 Shadow Wizard can dish out some solid pain against low initiative armies and Hex/Augment my troops well.
* Feedback Scroll gives me a really decent probability of killing a typical level 1-2 Wizard (2 Wounds, no Ward Save) that casts a spell with 5-6 dice.
* Greatswords can conga-line with Champ at their front to Stubborn tar-pit the enemy or flank charge to dish out some extra pain.
* Knights aren't amazing, but can support the army well enough with 2+ ArSv and St5 attacks.
the BSB is Stubborn and has some Cannon protection with his Charmed Shield.
* The Engineer is a backup Wizard with the Ruby Ring Fireball and carries a Hochland Longrifle to snipe exposed and weak enemy characters (like those that barely survive the Bridgekeeper's Feedback Scroll).

My only reasonable alternative is to combine the 2x 5 Knights into 1x 10 and make them much better at fighting, especially with the BSB joined.

I'm trying to get a battle in the schedule today.  After some additional thought, I decided to break with fluff just a tiny bit to increase effectiveness.  My level 4 will use Life Lore to support the Halberdiers better and to heal the Steam Tanks, AL/War Altar, and Characters.

My previous version of this list used a Level 2 fire mage and a Level 1 shadow mage; their magic wasn't bad, just not amazing.  The biggest problems I had were keeping my Tanks and Altar alive.  Healing them easily with magic should increase their survivability and preserve points better. Usually the Halberdiers try to avoid combat unless absolutely necessary and only fight when my Unbreakable/Stubborn Chariots fall apart.

I think this might be the tweek that makes the list highly tournament competitive.

You can drop the HLR on the ME. He should be supporting the HVG (or in the first turn a cannon, if the HVG is out of range) and will in all probability not be able to fire the HLR anyway. Not too sure about the Dragonbane Gem on him, either. 
Free company are hardly taken, these days, and not without reason.
You might consider to add a Witch Hunter (who the would get the Ruby Ring).
I always try to find the points for a musician for my Knights.

I was able to play a game today against a Daemon army.

I chose to use Life magic and dropped the HLR, Ironcure Icon, and Dragonbane Gem to put a 5++ Talisman of Endurance on my Level 4.

I found myself casting 8+ cost spells to give some minor boosts to my units and mainly to heal the Steam Tanks.  It worked well and the level 4 with healing made the army significantly better than when I had a Level 2 fire and level 1 shadow.

My Stubborn BSB joined a unit of Knights and conga-lined to stop his unit of Beasts of Nurgle.  The STanks and Cannons blew up his Soulgrinder on turn 2.  The Hellblaster popped a Skull Cannon.  The other Skull Cannon charged a STank and was killed by grind the next turn.  The Keeper of Secrets got into my artillery and got an irresistible Cacaphonic Bomb off that killed all the guns with the Engineer and wounded 2/3 of the remaining units in my army.  However the Arch Lector flank charged the Keeper the following turn and used the Speculum to beat the craps out of him.

Game was called by the opponent top of turn 4 when the was pinned down and would soon be ground down fro. STabks and Knights.  He only had a big unit if Daemonettes fighting a STank and the Beasts of Nurgle stuck fighting the Stubborn Knights.

The Empire only had lost 450 points and the Daemons had given up about 1400 points and they were pretty much garunteed to lose the remaining points before the battle was over.

So I'm very happy with this new update to the list, I think it ties up all the loose ends pretty well.

This is my updated list that I will use at the Alamo GT in San Antonio this November.

My issues with the previous list had to do with the Characters and the Knights mostly.  The Knights were not strong enough and numerous enough to kill what I needed them to kill.  The Characters we also not strong enough to make some serious kills.  My BSB will always join the Knights from now on except in special situations.  He should be capable of delivering a nice punch using Strength 6 and is just as defensive with a 1+ save still.  The Arch Lector was doing well-ish, but couldn't wound toughness 4 or better reliably unless he was in a challenge with an enemy with high strength.  The new setup allows him to still have a decent ward save and -1 to be hit.  When he fights Wizards he needs the Great Weapon to hurt them easier and in general the extra Strength won't be a negative.

I think this just about fully optimizes the list, so we'll see if it is enough to handle the strongest opponents in a couple months.

What are the Greatswords for?  You'll get stubborn from your Captain with the Crown.  Maybe you could swap them out for either Outriders or Pistoliers?

Part of the theme of the army.  They actually work great at support charging or bogging down smaller or less elite units.  I have gone full conga-line with them to hold up 1000+ point deathstars.
