Based on the handful of battle reports I've watched so far, it seems to play very similar to 5th edition Herohammer, except with magic rather nerfed, which is odd.
Anything resembling regular troops are basically just speed bumps or decoration, it's all about elite units, characters and, of course, special rules.
Btw, charging a lone character, regardless how powerful, into a large unit was rather risky even in 5th edition.
I remember playing Lizardmen against Chaos Dwarfs, the Chaos Dwarf player being MUCH more experienced than I was at that stage, but his General on Great Taurus lost the combat by 1 against my Skink & Kroxigor unit (thanks to ranks, standard, musician), quite unbelievably failed his break test and actually fled off the table. Which also panicked his Wizard and the guy gave up in frustration after that and stormed out of the store.

I think the key is although Monstrous lords aren't likely to lose a combat, even if they win the unit is more likely to fall back in good order rather than break and be destoryed. So the Lord has to spend a good chunk of the game killing the unit - which is probably not a good use of it's time.

Also depending on how your battleline is set up if the hero/lord doesn't win the first round you can likely slam into them with something in the second round.
Also we shouldn't be that surprised that 300 or so point hero/lord can stand up reasonably well to a 300 point unit.

There's an outcry in the web that TOW has too powerful characters. But most of the killy character builds are expensive, and you can do other things with those points.
I think the real fear is that characters on flying monsters can dish out a reasonable number of wounds, and have a reasonable number of wounds themselves. Flying lets them to dictate where and when they will strike. And because of the percentage system for army slots, you can put 50% of your points into characters, letting you to take several such characters on flying mounts. That's what causes the outcry, not so much characters on foot or horse.

Particularly since first charge seems to be a lot more common than I'd like - a hero on a pegasus can get it, which means a relatively modestly costed hero can negate rank bonus.
